description: The Point of Diversion (POD) refers to the location where water is diverted from a river or the location where a well is drilled. The POD may be a well or a surface diversion. In this GIS layer, the POD coordinates are consistent with the tabulated data in the WATERS database/New Mexico Water Rights Reporting System - http://nmwrrs.ose.state.nm.us/nmwrrs/index.html. WATERS query date - July 7, 2011 The files in the Office of the State Engineer are being digitally abstracted and each year more information is available from the WATERS database; however, large portions of the state of New Mexico are not yet entered into the database. See http://www.ose.state.nm.us/PDF/Maps/WATERS-Abstract.pdf for a graphic of the status of the WATERS abstracting (updated April 2011). Data was Clipped to SJC Boundary, Projected to NAD 83 , State Plane NM West Zone FT , April 25, 2011. Original data is:The Easting and Northing values (UTM, Zone 13N, NAD83, meters) from the WATERS database are used to geolocate the PODS (not the x,y fields). Northing and Easting values may be provided by the applicant, derived from fieldwork, or calculated from a PLSS description, from Lat Long, from State Plane values, or from lot and block information. WARNING: Surface Declarations (SD), Surface Permits (SP) and wells in the WATERS database were geolocated by the x,y values given by the applicant or x,y values derived from research and fieldwork. Well locations for which only a PLSS description was available were located at the centroid of the smallest quarter section, up to the 3rd quarter (64th). The well record may have the quarter section location as far down as the 6th quarter (4096th). The feature class or shapefile attribute table carries these quarter section descriptions from WATERS. In landgrant areas and other locations, the PLSS Layer has holes or gaps. Wells located in those areas where there are holes may have an x,y value of 0,0. In addition, wells which were identified by subdivision or lot and block may also not be properly located and may have 0,0 values for the easting and northing values. Two queries from WATERS, one based on the POD and one based on owner name, were joined by the POD_REC_NB. NOTES 1. The first "owner", first associated "OSE File number", and first "purpose of use" is listed within this database. As noted above, many wells have a location inside a landgrant or within a lot and block description but no x,y value could be derived. To identify plugged wells, also use the PLUG_DATE field. This means the data was converted from a previous database. At some point the WATERS staff will update these PODs. At which time, the POD will be reabstracted and a new pod_rec_nbr will be assigned and the source code will be updated. Old PODs may have the following utm_source codes* : G PLSS, given to records converted using PLSS input data going through the GCDB utility; D Disclaimer or Discrepancy, when a POD with a Lat Long value did not locate correctly, the location was determined from PLSS data. N None, given to records converted using PLSS input data and conversion was NOT done due to bad input data; * Many of the old PODS associated with these source codes are in CNV status. As noted above, this means the data was converted from a previous database. At some point the WATERS staff will update these PODs. Mimbres Basin files - (1/13/09 District III) The number of wells located in the Mimbres basin is less in the 2009 layers than it was in the 2007 POD layers. he Mimbres basin POD data is up to date from file number M-10446 to the most recent number given in this basin. All of the Mimbres surface files were done by District III (Deming) WATERS staff a few years ago but groundwater abstracting of the basin has not yet started. Some PODs that were in WATERS in 2006 they were probably purged(deleted) from the database. As a result, some of the Mimbres wells found in the May 2006 PODs are not present in the May 2008 POD layer and subsequent POD layer. The POD layer for the Public is available on the OSE website for download: http://www.ose.state.nm.us/water_info_data.html This POD layer for external use does not include the PODs which are located outside of the state boundary or the PODs with no x,y value.
